Sugiura commanded 21 Brigade under 25 Army during its assault on Singapore in February 1942. He directed the Military Affairs Department of 42 Division in August 1943. The division deployed to the Kuriles in early 1944. Sugiura was promoted to lieutenant general and command of 115 Division at Yenchang, Honan province, China, by September 1944.
