Melbourne (144.962E 37.813S) is the capital of the state of Victoria in Australia and one of Australia's most important ports, with a total population of about 1,077,000 persons.  It is located on the Yarra River near its mouth on Hobson's Bay. There was a military airfield nearby, at Laverton.

The city was headquarters for the Australian Army, and when war broke out it was defended by 1 Armored Division (a training cadre), 2 Cavalry Division, and 3 and 4 Divisions. The latter three were militia formations.
