Liu Mao-en (Liu Maoen) commanded 15 Army during the Taiyuan campaign of 1937. He 14 Army Group
when war broke out in the Pacific, and had risen to the governorship of Honan province by late 1944. His province took the brunt of the first phase of the Japanese Ichi-go offensive, Operation Ko-go.
