Ochiai was an old China hand who manufactured an incident on 1 January 1934 at Shanhaiguan, at the east end of the Great Wall, to justify Japanese occupation of the strategic pass.
Ochiai commanded 27 Division under 11 Army in central China in September 1944. The division participated in the Hengyang-Kweilin campaign of Ichi-go before moving to Canton in February 1944.
