Osugi commanded Seito Base Force when war broke
out in the Pacific. He later commanded Destroyer Squadron 10 at Empress Augusta Bay, where he fought aggressively but ineffectually, and was wounded when his flagship, Agano, was torpedoed by Scamp on 12 November 1943.
