Fujie Keisuke was an artillerist, a former Japanese War College instructor, staff officer, and delegate to the 1931 General Disarmament Conference. He filled a number of staff assignments with the Kwantung Army, including chief of the military police, during the 1930s. He was commander of the Western District Army when war broke out in the Pacific, was promoted to full general in February 1943, and was transferred to Eastern District Army in March 1944. In February 1945 the 12 Area Army was also placed under his command. Retiring in April 1945, he was recalled to active duty with the homeland defense just two months later, commanding 11 Area Army and Tohoku District Army (an administrative command in northern Honshu.)
