Kozuki Yoshio (Kotsuki Yoshio) was commissioned an infantry officer in 1909 and served as a language officer in Germany before filling numerous administrative posts during the 1930s. He was commander of 19 Division when war broke out in the Pacific. He was given command of 2 Army in July 1942 and became commanding general in Mongolia in June 1943, 11 Army commander in November 1944, and 17 Area Army commander in Korea in April 1945.
