Lough commanded a battalion in France during the First World War, where he was decorated for heroism for continuing to lead his battalion after being severely wounded.
Lough relieved Wainright of command of Philippine Division
when war broke out in the Pacific. This allowed Wainright to take
command of North
Luzon Force. As the only regular Army division on Luzon, Philippine Division was held in reserve as a "fire brigade" for local counterattack during the Bataan campaign.
