Makino Shiro was commissioned in 1914, graduated from the War College in 1922, and spent most of the interwar period in instructional assignments. He was the director of the Military Preparatory Academy when war broke out in the Pacific. Promoted to lieutenant general in June 1943, he was given command of 16 Division under 35 Army at Leyte in March 1944. His division was the heart of the Leyte garrison, but it consisted mostly of conscripts and he himself had had no combat experience. When the remnants of 35 Army were evacuated from the island in January 1945, he was left behind, and is thought to have died sometime in early 1945, likely by his own hand.
