Naka was a lieutenant general and Vice Minister of War when war broke out in the Pacific. From March 1943 he served as chief of staff of Burma Area Army. He was initially opposed to the plan to invade India (U-Go) but dropped his opposition by late August 1943. On 30 August 1944 he became commander of 18 Division under 33 Army. His counterattack on Meiktila on 10 March 1945 was beaten back with heavy losses, and his division joined the general retreat, reaching the area east of the Sittang by July 1945.
Allen (1984) describes Naka as "a pleasant, affable but indecisive character and not particularly gifted as a Chief of Staff."
