Oba Shihei was commissioned an infantry officer in 1910. He commanded 10 Infantry Group in north China at the start of the Pacific War and was promoted to lieutenant general and command of 16 Division in August 1942. He was recalled to Tokyo to staff and garrison duty in March 1944 and was given command of Tokyo Bay Fortress in June 1944.
