Willis was a torpedo
specialist who participated in the Battle of Jutland in the First World
War and the Battle of Calabria and the attack on Taranto early in the
Second World War. He was appointed deputy commander of Eastern Fleet on the death of Phillips. He subsequently commanded 3 Battle Squadron.
