Chynoweth was born in Wyoming and graduated from the Military Academy in 1912. He was a brigadier general in command of the 61 Philippine Division in Panay at the start of the war. His division was equipped with obsolescent Enfield rifles, had no artillery, and had only an average of 9 weeks' training. Chynoweth initially was under MacArthur's spell, but was disabused by one of his regimental commanders. He was scathing in his criticism of his corps commander, William Sharp. Chynoweth made extensive preparations for a guerrilla campaign in the Visayas and briefly considered disregarding the surrender order from Wainright that was relayed through Sharp, but eventually agreed to surrender because he was under the false impression that MacArthur had approved the order.
