Okido Sanji was commissioned an infantry officer in 1913 and was a graduate of the War College. He was a lieutenant general serving in the Personnel Bureau of the War Ministry when war broke out in the Pacific. He was given command of 22 Division in central China in March 1942 and was chief of staff of the North China Area Army in November. He ended the war as commander of the Kempeitai (from October 1944). He was warned by Anami to ignore spurious orders from rebel officers opposed to the surrender.
