Shibata commanded 15 Division under 15 Army in Burma from 10 June 1944. He took command at a time when the division was already depleted from hard fighting at Imphal, and the British subsequently split his division and defeated it in detail. By October 1944 new reinforcements had arrived, but the division was still very weak when it was called on to stop the British thrust on Mandalay in January 1945. He was relieved of command at about this time.
