Shimomura was commandant of the War College when war broke out in the Pacific, and later commanded 13 Army and Western District Army. Given command of North China Area Army in November 1944, he was recalled to Tokyo to serve as War Minister in the short-lived government organized on 16 August 1945 and dissolved on 24 September.
