"Shorty" Small was captain of cruiser Salt Lake City during the Guadalcanal campaign and received the Navy Cross for his actions during the Battle of Cape Esperance, where he deliberately conned his ship in front of burning Boise to distract the Japanese gunners. Promoted to rear admiral, he commanded a cruiser division during the Gilberts and Marshalls campaign and conducted bombardments against the Kuriles late in the war.
