Watanabe was chief of staff of 3 Area Army at Tsitsihar in October 1943. In 1944 he was promoted to lieutenant general and command of 47 Division in Japan. This division was deployed to the Woosung-Hangchow area of China in September 1944 and participated in the western Hunan campaign of April-June 1945.
