D.W. Bagley commanded Battleship Division 2 at Pearl Harbor on 7 December 1941. The California was sunk by two torpedoes and the Tennessee was damaged by bombs and by flaming oil from the Arizona. Bagley himself relieved Block as commander of 14 Naval District, the Hawaii shore command. Bagley's tenure in San Diego as commander of 11 Naval District is most notable for the "Zoot Suit Riots", in which sailors were alleged to have systematically beat up Mexican-American youth who they accused of assaulting Anglo women.
