Fort commanded 81 Philippine Division at Lanao on Mindanao when war broke out in the Pacific.
Following the surrender of the Philippines in 1942, Fort was shot to death by the Kempeitai in early November, apparently either in retaliation for the escape of several American prisoners of war or because he failed to persuade American guerrillas to surrender to the Japanese. This caused considerable unrest among the local Moros, with whom Fort had established a strong rapport, and may have motivated an increase in their own guerrilla activities.
