Kasuya was commander of 2 Field Transport Command, a service formation for 15 Army based in Meiktila, in June 1943. When the British crossed the Irrawady and broke through Japanese lines in late February 1945, he assumed command of a scratch force to defend the town. He was promised substantial reinforcements, but only a single regiment, the 168, ever arrived. He planned to fight to the death, but later rescinded the order and evacuated his survivors towards the Shan States on the Burma-Thailand border.
