Nishiyama Fukutaro was commissioned an infantry officer in 1912. A graduate
and former instructor of the
War College, he was promoted to lieutenant general in June 1943
and was given command of 23 Division in January
1944. His division was
committed to Luzon in December
1944.
His division suffered heavily in attempting limited counterattacks against the American landings at Lingayen Gulf in January 1945. The remnants retreated with Yamashita's Shobu Force into the mountains northeast of Baguio and remained there until the general surrender.
