Onishi commanded Submarine Squadron 7 under 4 Fleet when war broke out. This was a force of short-range (Ro) submarines that supported operations against Wake, the Gilbert Islands, and the Bismarck Archipelago. By late 1942 he was chief of staff of 8 Fleet at Rabaul.
