Tada Takeo commanded 21
Air Flotilla at
the outbreak of war, in spite of a complete lack of an aviation
background: He had spent most of his career in staff assignments. He subsequently returned to staff assignments and was Japan's last Navy vice-minister. He was a classmate and close personal friend of Onishi Takijiro, who founded the kamikaze corps, and Tada's son was among those sacrificed as kamikaze pilots.
