As vice chief of staff of Kwantung Army in 1939, Yano worked with his close friend Tsuji Masanobu in an unsuccessful effort to goad Army General Staff into authorizing a second attemp to expel the Russians from Changkufeng. He later accompanied 23 Division headquarters in its incursion across the Kalkin-Gol at Nomonhan, where had a narrow escape from Russian armor. Following that debacle, he was transferred to a backwater command in Korea, but had risen to command of 26 Division in Manchuria by the time war broke out
in the Pacific. However, he was recalled to Japan in mid-1942 and never held another operational command.
