Davies commanded 27 Bombardment Group when war broke out in the Pacific. His group was in the Philippines awaiting arrival of their A-24 dive bombers, which were diverted instead to Australia. Davies was flown out of the Philippines with a few of his pilots to Darwin. Davies continued to serve in the Southwest Pacific until 1944, when he took command of 313 Bombardment Wing and subsequently led it in the strategic bombing campaign against Japan in the final months of the war. His wing was given particularly responsibility for carrying Operation STARVATION, the aerial mining campaign.
Davies himself is described by Tillman (2010) as "slender, boyish" and "a motivator and organizer."
